For Initial Evaluations, if eligibility has been determined, but consent has not been given, the IEP should not be affirmed.
The students status cannot be changed to Eligible in order to affirm, as that would be creating an inaccurate CALPADS transaction.
Once FAPE is accepted or declined, the students Plan Type can be updated accordingly and the IEP can be affirmed (if accepted) or marked DNQ (if declined)
To clarify:
If FAPE is declined due to the student being placed in a Private School (no services provided from district/LEA), Plan Type 700 would be selected.
If FAPE is declined due to the parent declining services, a no show for services, or for other reasons, Plan Type 800 would be selected
