Yes, Best Practice is that the IEP should be affirmed within 7 days of the meeting, regardless of parent signature. Affirming is locking in place/documenting what was offered at the IEP meeting. 

How To Affirm an IEP
1. Go to the students Future IEP, and click the Edit icon on any IEP form. 
2. Click the Affirm button.
3. On Step 2 of the Affirm process, select No for Parent/Guardian signature.
4. Enter a comment in the Comment box. For example: “Parent signed in attendance only. Took home the IEP for review.”

Once the IEP is signed 
1. From the Unsigned IEP list on the Homepage, click the View IEP icon next to the students name.
2. Click on the Current link.
3. In the Signature Module, Click the Edit icon to enter the date the IEP was signed

4. Select Yes, for Meeting signed
5. Click the Update button

If a parent never signs, please contact your District/SELPA for their specific procedures/guidelines.
