The SPED0438 error is occurring because of 1 of 2 following reasons:

A. The student does not have a baseline IEP SPED record to tie the Amendment to in CALPADS.

B. One or more of the validated fields were changed from the IEP transaction to the Amendment transaction. (See fields below: fields must match what is in CALPADS compared to what you are submitting to CALPADS on the amendment)
 
See Below to resolve each scenario:

A. A Baseline transaction is the IEP that the Amendment is tied to.
 If the Amendment is being submitted but the IEP that it was created on has not been submitted, then you will see the error. If they do not have a baseline transaction for the amendment, you will need to create a transaction for the student to fix this. In order to do this, you will want to do the following:
  1.  Go to the student’s Current IEP
  2. Click on the Preview Transaction link











  1. Click on the Adopt/Create Transaction button
Once the transaction has been created, you will want to generate a new report and submit it to CALPADS. Once the transactions has been submitted to CALPADS, the amendment transaction will be tied to it.
 
B. If one or more of the following fields were changed from the IEP transaction to the Amendment transaction, you will need to make the correction so that they match.

Please log into CALPADS and open the SPED transaction. Compare these fields to the Amendment transaction in SEIS.

Fields to validate:
14.08 - SSID
14.17 - Special Education Referral Date
14.19 - Initial Evaluation Parental Consent Date
14.24 - Education Plan Type Code
14.20 - Special Education Meeting Type Code (contact SEIS Help Desk in order to update this field)
14.21 - Special Education Meeting Date (contact SEIS Help Desk in order to update this field)
14.35 - Special Education Program Type Code
14.45 - Parental Involvement Facilitation Code

 Once you determine where the discrepancy is, you will need to edit the transaction in SEIS by clicking the pencil icon next to the transaction, then click the green Edit Record button. Once you have made your update, you can generate a new report and resubmit.
