SSRV0446 Error Code Definition: Two or more records for the same student with the same (duplicate) Special Education Service Code, Service Provider Code, and Special Education Service Location must not be submitted within the same transaction.
CALPADS only wants one version of each service reported. In SEIS, when a duplicate service is added, you will see an orange notification next to the service. SEIS does not stop the affirm due to a duplicate service, as the same service may be provided to a student multiple times, but with different deliveries. This is why you do not receive an Error in SEIS, but you do through CALPADS.
If there is a duplicate service listed on the Student Record/IEP,one of them will need to be marked DO NOT REPORT. If the error is appearing on the CALPADS Report transaction, the duplicate will need to be deleted from the transaction.
